The Ministry of Foreign Affairs, International Trade and Worship , through the Secretariat of Malvinas, Antarctica and the South Atlantic , in its capacity as the Enforcement Authority of Law 27,671 promotes this training activity in compliance with article 1, which establishes training. mandatory, periodic and permanent on the ''Question of the Malvinas Islands'' for all people who work in public service at all levels and hierarchies in the Executive, Legislative and Judicial powers of the Nation .

In accordance with what is mentioned in article 2 , the Question of the Malvinas Islands is understood to be the colonial situation in which the Malvinas, South Georgia and South Sandwich Islands and the corresponding maritime spaces are located, an integral part of Argentine territory. , which since 1833 have been the subject of a sovereignty dispute between Argentina and the United Kingdom recognized by the General Assembly of the United Nations.

On the other hand, the National Constitution in its First Transitory Provision states "The Argentine Nation ratifies its legitimate and imprescriptible sovereignty over the Malvinas, South Georgia and South Sandwich Islands and the corresponding maritime and island spaces, as they are an integral part of the national territory. "The recovery of said territories and the full exercise of sovereignty, respecting the way of life of its inhabitants and in accordance with the principles of International Law, constitute a permanent and inalienable objective of the Argentine people." Therefore, this activity is based also, within the State policy that the Magna Carta indicates.

In this sense, people who work in the national public administration need to be trained in the subject matter indicated by constitutional mandate and by the aforementioned law.

The program presents the general guidelines and develops in an integrated manner the historical, legal, political, geographical, and environmental aspects and includes information related to current national and international regulations, as well as the practices of the Argentine State in compliance with the aforementioned constitutional provision. ; all of them, specific knowledge aimed at those who work in public service.

Likewise, the Question of the Malvinas Islands is present in a very special way in the Argentine people, as expressed in literature, cinema, music, theater and the social imaginaries of national construction. Therefore, not only It is a state policy, but also a national cause .

Based on what has been mentioned and in line with the INAP Training Proposal , in this activity the following types of knowledge prevail: Knowledge (objectified knowledge about reality organized in systems of concepts and theories) - Knowing how to reflect (knowledge related to the ability of turning the thought on objects, situations, facts, beliefs, etc.).

- Identify historical events relevant to the Argentine position in relation to the Question of the Malvinas Islands that reaffirm the rights of sovereignty over the Malvinas Islands.

- Know the necessary mechanisms to protect the legitimate Argentine rights regarding the Malvinas Islands, South Georgia Islands, South Sandwich Islands and the surrounding maritime spaces in the development of the public function.

- Dimension the strategic and geopolitical importance of the South Atlantic archipelagos.
