The controversy surrounding clandestine hydrocarbon exploration in the South Atlantic has taken a global institutional turn. In a message that combined geopolitical pronouncements, immediate sanctions, and a clear alignment with the Donald Trump administration, President Javier Milei announced a package of decrees and the urgent submission to Congress of a National Sovereignty Defense Law to directly block the Sea Lion oil project in the North Basin of the Malvina Islands.

The official announcement belatedly validates what Agenda Malvinas has been investigating, warning, and documenting continuously for nine years: that the operation of the British Rockhopper Exploration and the Israeli Navitas Petroleum did not represent mere stock market speculation, but a large-scale industrial plan aimed at appropriating the strategic resources of the Argentine continental shelf, with an imminent extraction date set for the beginning of 2028.

The alert for Sea Lion and the warning to corporations

At the beginning of his message, the head of state justified the urgency of state intervention by warning about the imminence of the productive phase of the deposit:

"In particular, we have been able to determine that the Sea Lion project, operated by Navitas Petroleum and Rockhopper Exploration, is scheduled to begin offshore oil production sometime in the coming months. What does this mean? That if we do not act firmly and swiftly today, in a few months they will have the material capacity to seize the oil reserves that lie beneath our sea, something that has never happened before . "

Faced with this scenario, Milei stressed that the State will not remain passive and anticipated immediate administrative measures:

"Argentina will not stand idly by. In response to this situation, we will deploy all the tools of the State—diplomatic, economic, judicial, and legal—to deter state and non-state actors from violating our sovereignty. The Argentine Foreign Ministry has already sent nearly 180 notes from companies in more than 29 countries involved in various projects on our Islands . "

“Furthermore, tonight I will be signing a decree to expedite the sanctioning procedures imposed by Law 26,659 against those involved in oil extraction initiatives in Argentine territory under British occupation (...) We will proceed to disqualify from operating in Argentine territory those companies directly or indirectly involved in projects in the Malvina Islands without Argentine authorization. Those who operate in our Islands behind the back of the Argentine Government will have to choose between an illegal gamble in a disputed territory and a profitable and secure operation in a sovereign country with clear rules and predictability. They cannot do both . ”

Stricter penalties, trial in absentia and Naval Base in Ushuaia

The President also detailed the legislative and budgetary tools that he will implement urgently, involving the province of Tierra del Fuego as a strategic hub:

"Furthermore, we will sign an emergency decree today to expand the resources of the Ministry of Defense with the priority aim of building an integrated naval base in Tierra del Fuego and increasing our telecommunications capabilities. This base will make us the most important logistics hub in the South Atlantic and will be fundamental for Argentina's geopolitical projection . "

Regarding the substantive reform that he will send to Parliament, the president specified the scope concerning contractors and federal courts:

"I will also be sending a bill to Congress as a matter of urgency to defend national sovereignty. This law will have three objectives: First, it will amend Law 26,659 to toughen sanctions and penalties against companies linked to unauthorized operations. Suppliers of these projects will receive the same penalties and prohibitions as the companies with which they collaborate. Offenders will be barred from contracting in Argentine territory, whether with the public or private sector, and trials in absentia will be ordered where appropriate . "

"Secondly, the law will create the National Security Council, which will define a mandatory national security policy applicable across the entire State, bringing together the Ministries of Foreign Affairs, Defense, Intelligence, and Economy. It will also establish a framework for the protection of our critical infrastructure and for the aerospace and maritime protection of the Nation . "

Recently, President Trump declared that the United States is reevaluating its historical position regarding the Malvina Islands. This threat is not innocuous. The United States is considering this change of position because they know that Argentina has a reliable partner aligned with Western values in a strategically important position that could be a valuable ally in the decades to come . ”

In contrast, Milei contrasted the situation in both countries:

"If we evaluate the structural conditions of the United Kingdom, on the other hand, they face multiple crises of a migratory, demographic, and economic nature that are unlikely to be resolved. It is clear that they are on a path of decline. However, Argentina's future is flourishing and will prevail . "
